TORCH is a web enabled electronic health record (EHR) application. TORCH is usable in single practitioner offices and scalable up to multi-site practices.
As you can see TORCH (based on FreePM) goes back to the late 1990's as a functional application using the concepts of multi-level modeling to allow the sharing and re-use of knowledge components to increase interoperability among healthcare applications.
TORCH is not currently under active development. We suggest that you visit the OSHIP project.
