Sorry, I was bit confused.

win32helper module is in hg-fixutf8. hg-fixutf8 helps mercurial to
handle unicode pathes and
use unicode console. It doesn't help bzr obviously.

bzrlib.win32utils doesn't wraps stderr with WriteConsoleW() currently.
But console output doesn't relate to this bug and TBZR.
