The spec has many out-of-date elements. The publisher doesn't run in zcml mode but the buildd master does. Does the publisher need to emit the events or should the upload processor instead? Please address those and tidy the unresolved-issue into a description of a potential issue or else remove it if it's now irrelevant. Then resubmit for review.
cprov 20/06/2006: right, publisher does run z_f_s(). Some events might be raised by uploader, other by publisher and one by builddmaster, reorganised. unresolved issues were replaced by current ones.
