Upstream PR up that should resolve this problem:

PPA available for testing updated cloud-init in provisioning/commisioning images in MAAS

sudo add-apt-repository ppa:chad.smith/maas-test

What cloud-init needs help with is a mechanism to deliver a custom image stream to MAAS provisioning that includes cloud-init in that base image.
