So the explanation James gives does line up with what I am seeing, though it seems to consistently be the case that the request responsible for registering the KVM host is first, so I would believe the network may be down for the user-data endpoint request (where we set agent_name) but then the request to register succeeds on the first attempt, though this is just an assumption based on what I am seeing with regards to which requests MAAS receives.
