I have to enable tmpfs, otherwise it can not reach console either. The debug log tells /var/run is mounted as tmpfs. And I saw the following line in /etc/init/mounted-varrun.conf.

start on mounted MOUNTPOINT=/var/run TYPE=tmpfs
