This bug as reported is WONTFIX. We are removing private membership teams because they cannot interact with branches and bug effectively (they are fundamentally flawed). We are creating private teams so that they can work with bugs, branches, and other teams privately.
Some of this work may need to go back to the code team. The start of the work is definitely the registry.
