I2CE init-lockout-and-chains
When a site/module is being initialized. There is a temporary lockout of new page requests.
This should be combined with a chaining of "allowable pages" pages that are allowed to
be viewed during an initialization. This would be used if a module needs to request from
the user some input (such as the DB root password) before it can continue.
