Comment 4 for bug 240313

Maybe we should leave the list as it is for now and gradually improve it. The main problem I see is that there's no consistent process for "submit a patch" other than the SponsorshipProcess. Right now it's hard to judge what "Fix Committed" actually means. I could imagine that to a patch contributor it means as much as "a fix is there".
