OK, I chatted briefly with Ryan and he agrees with my assessment that this is happening too deep underneath us for us to readily work around it. The two obvious places to look are udev and the kernel.

To help triangulate, Tobi, could you attempt an eoan build and test using the generic kernel instead of linux-azure?
