It seems that the changes to cloud-initramfs-growroot have a side effect that was not present before focal.

After initially provisioning an image, the root partition is resized in initramfs, but cannot be mounted afterwards. A second boot to the now resized disk works then without problems.

Removing cloud-initramfs-growroot provides a working focal image.
