Keyboard navigation between different menus doesn't work as expected

Bug Description
Just an example. I open Dolphin filemanager, which has "File", "Edit", "View", "Go", etc menus. Then I open, for example, "File" menu using mouse. Then I want to go to "Edit" menu, so I press right arrow key on my keyboard.
The result is that it switches to "Edit" menu just for a moment, and then switches back to the menu that is under mouse (so if I move mouse to somewhere so menubar applet isn't under it, and it becomes possible to navigate through menus using keyboard).
The expected result is that it navigates through menus not depending on the position of the mouse.
And it is always reproducable.
