please hide inactive milestones from portlet

One important aspect to consider when fixing this bug, is how to
re-activate inactive milestones. They have been listed somewhere to
allow this to happen.

Even if they are not hidden, they should be marked as inactive somehow, perhaps using a different icon or strikethrough on the name or something similar?

I'm doing some stuff for Steve which is kind of blocked on this one, and so I was considering fixing it for tomorrow's FiF. Can I take it?

Beta is not yet public, so most people will not actually see this fix. It'd be
Fix Released if the bug was only present in beta, though.
