ar5212 won't associate until i run dhclient

Bug Description

On ubuntu karmic, I uninstalled network-manager and tried to configure my wireless connection manually.

iwconfig wlan0 essid MyEssid
iwconfig wlan0 txpower auto

When I run iwconfig, it says "not associated" and doesn't appear to be looking for an AP. It'll stay like this forever.

But if I run dhclient wlan0, within a few seconds it'll associate and get an address as expected.

It should find an AP and associate as soon as I give it an essid, rather than waiting until I try to send data out the interface.

If you could also please test the latest upstream kernel available that would be great. It will allow additional upstream developers to examine the issue. Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Once you've tested the upstream kernel, please remove the 'needs-upstream-testing' tag. This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the 'needs-upstream-testing' text. Please let us know your results.
