Don't expand across panel when not showing a title bar

Bug Description

Please could the PANEL_APPLET_EXPAND_MAJOR flag for this applet be cleared when it isn't showing a title bar for a maximised window. It makes it hard to find an empty bit of panel for configuring the panel itself.
