Bug Description
Copyright file can be uneeded if we integrate Copyright in LICENSE file.
Then, to know which license is used, the reference is in setup.py, it updates LICENSE content (if it knows about the license and if the tags are present). Then, we seek for the header in the available_license folder (or we take the LICENSE file if unknown)
-> handle transition from older project format too.
Also, headers and LICENSE file won't have comment caracter (#). License command should add it if needed in project file headers.
