Feature Freeze exception for userconfig

Bug Description

This is an interesting case of a new source package that should/could have been uploaded a month ago, but accidentally wasn't.

It is needed for the Kubuntu Karmic Development spec: https://blueprints.launchpad.net/ubuntu/+spec/kubuntu-karmic-development and would be really nice to have in. I'm thinking this could get in because Feature Freeze has only just begun and userconfig is ready to be put in bugfix mode anyways.

Yeah, sorry about that. Right as I post the bug Yuriy says that he's going to fix one more bug then do a release. I plan to finish this report and subscribe the proper people tomorrow.

OK, so I have:

-Testbuilt this package in pbuilder
-Test installed the pbuilt package
-Tested to see whether the basic functionality of the program worked. I would like to note that we did put this out in a PPA for testing around June and called for testing on the mailing list. Things should generally work OK, and we can spend the rest of feature freeze fixing issues as they pop up. The quality of the final product should not be compromised, since feature freeze is just starting.
