Bug Description
As seen on OOPS-1298A350, bugs that have no bugtasks try to redirect to None, causing:
NoCanonicalUrl: No url for None because None broke the chain.
Instead of oopsing, that should give a 404.

I'm marking this as Won't Fix, since this really is due to bad data in the database, and we should work around that. I've filed bug 403182 about the fact that we're creating bugs with no bug tasks.
