Cannot create new project in IE8

Bug Description

I cannot pass through duplicate project check (2nd step in defining new project) - IE-8 consistently reports error (see below) when I press 'Not a duplicate project' button.

I think we need to now how IE can create a project. I'm sure you will need QA team for this, or maybe Edwin.

IE8 was throwing an error in setFocusByName(), because it was trying to focus on an invisible element.

It was also throwing an error in lazr-js effects, because a typo caused it to try to set the height of an element to undefined.
