Bug Description
Once everything in the bugtasks table is editable inline, the expanding inline form becomes redundant and should be removed.
Once this bug is fixed we can mark bug 399525 as invalid

This bug is blocked by bug 1004248.
While bugs can be retargeted between projects and packages, project bugs cannot be retargeted to distros. Lp does not have a overlay target-widget that does that. The +edit form would be the only location where you could retarget a bug from a project to an Ubuntu package.
