Bug status-/importance-changing button looks disabled when it isn't

Bug Description

1. Look at the "Status" or "Importance" column in any Launchpad bug report, such as this one.

What happens: The button looks disabled, which is misleading.
What should happen: The control should look enabled all the time.

The problem is that displaying the bright yellow icon for many controls in the table looks awkward. Any suggestions for a better solution?

Any colour except for grey would be a good start. No icon at all until mouse over might work. Or we stick with the common edit icon and fix the awkward issue by designing a new icon (if the designers agree it is awkward).

For now, we're going to try no icon until you hover over the control
