Bug Description

I often find that some of the windows on my desktop end up underneath the gnome menu panel at the top. The result of which is that I cannot access move them or access the maximise, minimise or close buttons. The window get stuck in the background.

Do you have desktop effects (compiz) enabled?
If yes, can you check if this bug happens when you turn them off?
If not, can you check if this bug happens when you turn them on?

Is it related to Bug #82654: Windows can be positioned with title bar below gnome-panel?

Yes it is a duplicate. It is a problem when wobbly windows is enabled. However, I see that the progress with this bug is slow. maybe the papercuts can handle this.

workaround: on the window list, right-click on the application and select "move", then you can move the window away from beneath the gnome-panel.

this bug only occurs when compiz visual effects are enabled. to reproduce:
1) enable compiz visual effects
2) position a window toward the bottom of the screen
3) grab the title bar of the window and move the mouse as fast as you can to the top of the screen
4) you will now see that the title bar is hidden underneath the gnome panel at the top
5) an average user will not have any idea of how to move this window. it is stuck on the desktop for all intensive purposes!
