Comment numbers are in the wrong place

Bug Description
The new numbers on bug comments are in the top-left corner -- they are the least useful information about a comment, so I don't think that's optimal. I'm much more likely to want to scan through looking for a particular person and a few words, so the comment number is just going to get in the way. I'd have it in the top-right corner instead.
It also currently uses a table for that trivial bit of layout -- a right-floated <a> works fine. Don't abuse tables.
