Bug Description
The use case is this (as related by Martin):
Person wants to create a project hosted on Launchpad, and knows she wants it to be open source, but has not yet selected a license. There should be an "I don't know yet" choice they can go with without being blocked.
Later, we can email them or nag them on the project pages to select a license already.

Ideally, just nag when the user actually uploads files or a branch.
We could also re-purpose it to say "I don't know yes/does not apply" for projects who aren't dealing with code.
