Bug Description

These tests fail in buildbot intermittently, so I have disabled them for now.

I am still in favour of replacing the entire mailman integration test infrastructure since it is unreliable. If Gary or Francis can explain how to run the integration tests on a weekly basis, I'd try that.

I wonder if there's a way to cause a layer to be skipped in the common case, but invoked via a specific command line option. Now that we're on buildout, I think bin/test --layer=!MailmanLayer might do it, but we should be able to make that a default.
