People allowed to upload only certain packages aren't allowed to accept nominations

Bug Description
People that can upload a package are supposed to be able to approve bug nominations for that package. When this was implemented, we only had uploaders for a whole component in a distributions. The package upload permissions system was redone to make it possible to grant upload permission for only some packages, but the code that checks the upload permission for bug nominations wasn't updated.
This issue affects the Ubuntu kernel team, since they often backport fixes and have people that are allowed to upload only kernel packages.

While you're there, you should probably make it work for the brand new
package set permissions too.
