ValidPersonOrTeamVocabulary searchForTerms OOPS with empty search string and times out on others

Bug Description
Searching with an empty string results in a TypeError in searchForTerms due to the emptyResults being a SQLObjectResultSet when a Storm ResultSet is expected. See OOPS-1208S210.
Also, performing a search with non-empty terms results in a timeout as shown by OOPS-1208S208. The query for ValidPersonOrTeam needs to be optimized.
Currently these errors only occur on staging.
