+edit-people custom widget should be moved into vocabulary picker

Bug Description

The /$project/+edit-people page adds "or (Create a new team…)" after the "(Choose)" link for the VocabularyPicker. The functionality for adding a new team should be rolled into VocabularyPicker, so it can be degraded more cleanly.

I really want to do this, but I'm not sure it can be done for this release. I scheduled it for the next one.

Fixed in devel r8417.
I forgot that I had made these changes to the PersonPickerWidget in the fix for bug 349894.
