Released milestones are maked as inactive, even if I don't want to

Bug Description
Usecase :
1) I will release soon a new version linked to a milestone. I want to public a RC (release candidate) package.
2) In order to publish a package, I have to make the milestone "released" because you cannot add a file to an unreleased milestone. (this is odd)
3) When "releasing" the milestone, I was careful to keep unchecked the box "mark this milestone as inactive" as I wanted to still report bugs against that milestone.
4) The milestone was marked as inactive and I cannot find anyway to "unrelease" or to mark this milestone as active again.

thanks for the report. I just tested on staging and we definitely have a bug between steps 3 and 4.
