Bug Description
Issue discovered during QA of bug 252943, "Bug activity does not show
changes to watches":
Works fine for bug watches linked to bug tasks but doesn't work for
watches created from parsed comments. I think it should at least add
watches from parsed comments to the activity log, even if
notifications don't get sent out for them (since they're already
part of a comment).
