Bug Description
See OOPS-1181EB132.
It may be caused by a long delay between the user hitting "Report a
Problem" and actually ending up at Launchpad (so the blob is
expired).
Whatever the cause, I have seen this too many times. Launchpad needs
to deal with this situation better; at least let the user file the bug
without the apport-collected data.

It turned out the the uploaded blobs were set to expire as soon as they were uploaded. I've changed this to have them expire after a week instead, which should make this problem go away.
