Don't send bug notifications or record bug activity for private branches

Bug Description
While it would be great to only send bug notifications and show bug activity to those with permissions to see a linked private branch, we don't really have the resources to do that now. Owing to the way we prepare notifications and how we record activity, doing that represents a lot of work.
In the meantime we should simply not send any notifications or record any activity for bug <-> branch links where the branch is private.
