Bug Description
For interleaving to work nicely we need a way to intelligently format a BugActivity entry for display. Currently we only interleave items that can be described in the form "old value -> new value." However, things like tags and description changes are better represented in other forms (tags added / removed; description in a collapsible box, etc.).
We could fix this using lazr.delegates in browser/bugtask to provide a formatting-smart version of BugActivity.
Whilst we're at it, we should update the formatting for the interleaving to bring it into line with the current interleaving UI mockups.
