Bug Description

At the moment IBugChange objects offer a getBugNotificationRecipients() method. However, nothing ever uses that method and no recipients list is ever constructed by or passed to an IBugChange implementation.

Rather than having IBugChange care about this stuff, IBug.addChange() should accept a recipients parameter and deal with it accordingly.
