Add tests for all BugTask changes to test_bugchanges

Bug Description
Before we can move the handling of BugTask changes over to the IBugChange API we need to make sure that we know how things are expected to behave so that we don't miss any changes (some changes to BugTasks aren't tested, which doesn't help).
We should add tests to test_bugchanges to cover these changes. The majority of them won't need to be updated once we move to the new API, which helps to make sure we get it right first time.
