Empty "Recently approved" section on new team pages if there are no recently approved members

Bug Description
Teams that have had no members added, or by some other Launchpad bug don't have any listed (like ~launchpad-dev, which doesn't show ~launchpad, possibly because it's the owner as well as a member), have an "Add one of my teams" link as their only recent member. The heading shouldn't be shown.
