Bug Description
Create a new view for official tag targets (distribution, product) for managing its official tags.
The new view will have a dynamic interface with two columns. Official tags are on the left, and above them there's a text entry box for entering new official tags. Unofficial tags are on the right. The user can move tags from one list to the other either by dragging and dropping, or by selecting the tags and clicking an arrow button (there's one pointing from left to right and one for right to left).
