Can't register a release

Bug Description
As of db-devel r7801, I can't register a release.
... unless I go into the very craftily hidden new 'Publish release' menu option on the obsolete Actions menu on the milestone page after adding a milestone through the Actions menu with a sign on the door saying "Beware of the Leopard".

This is true. We are unify milestones and releases. You can create a milestone, and from that milestone, create the release. There is not extra information. We will add back a convenience feature to make the release and the milestone in the same action.
