Move upstream_bugtracker_links out of Product and into ProductBugTaskCreationStep

Bug Description

At the moment, upstream_bugtracker_links is a property on Product. It should be a property of the view, ProductBugTaskCreationStep, instead. This will allow us to fix bug 333236.
