The +choose-affected-product page should provide a link to the bug reporting form on a project's upstream bug tracker

Bug Description
At the moment Launchpad displays three options on the +choose-
* I have the URL for the upstream bug
* I have already emailed the upstream bug contact
* I just want to register that it is upstream right now; I don't have any way to link it.
To the first option we should add a link to the report-a-bug form on the project's upstream bug tracker (if Launchpad knows about it, of course). Users could follow this link before filing a bug
Alternatively, we could present it as an option below "I have the URL for the upstream bug," so as to make it less confusing, thus:
* I have the URL for the upstream bug [ ]
* I would like to file a bug on the upstream bug tracker. Follow this link to file the bug and then enter its URL here: [ ]
* I have already emailed the upstream bug contact [ ]
* I just want to register that it is upstream right now; I don't have any way to link it.
In an ideal world the user would come back to Launchpad and enter the new bug's URL so that a bug watch is created.
This bug requires bug 300641 and bug 300686 to be fixed first.
