<Shift><Alt>Tab not available as shortcut key for Application Switcher

Compiz's Application Switcher does not respond to the keyboard shortcut <Shift><Alt>Tab.

When I try to set it in CCSM, the "grab key" feature will not pick up <Shift> and rather print just <Alt>Tab. I have to select the Shift modifier using the mouse. It seems to be stored correctly. I have tried to manually modify the setting to read <Alt><Shift>Tab, but it has no effect.

When I try to switch windows, <Shift><Alt>Tab is interpreted as <Alt>Tab, preventing me from navigating backwards in the window list.

Selecting a different shortcut key than <Shift><Alt>Tab, such as <Shift><Super>Tab, works fine.

Turns out the reason is a conflict with the shortcut Alt+Shift in the keyboard layout switcher (System > Preferences > Keyboard > Layouts > Other Options... > Layout Switching > Alt + Shift change layout.) Changing the layout shortcut key allows Shift-Alt-Tab to work for the application switcher.

What must be fixed to make both shortcut combinations work together? It works fine in Windows XP. ;) xev shows Alt-Shift as ISO_Prev, if that helps.
