When a mailing list application is declined, the link to "contact a Launchpad administrator" is incorrect

Bug Description

When a mailing list application is declined, the "Configure Mailing List" page displays
"The application for this team's mailing list has been declined. Please contact a Launchpad administrator for further assistance."
where "contact a Launchpad administrator" is supposed to be a link to the appropriate page that has information about how to contact the LP admins.

Currently, this link points (incorrectly) to https://help.launchpad.net/FAQ#contact-admin
which contains no information about contacting the LP admins.

It should rather point to https://answers.launchpad.net/launchpad/+faq/197
