Export API functions to get current distroseries for a distribution

Bug Description

Hello,

When attempting to add functionality to ubuntu-dev-tools, I found myself wanting to list all of Ubuntu's open releases for two reasons:

 - To check if a user-supplied release exists
 - To determine the current development release

but unfortunately the LP API does not appear to support this. It would be nice if it did, and at least exported the short name, full name and version number. Linking these to milestones (which I see are already exposed) would also conceivably be useful.

This was fixes some months ago The current_series_link property is the current development series.
