Import Photos dialog has no taskbar item

Bug Description

Connecting my Canon PowerShot A95 camera brings up the 'Import Photos' dialog,
which successfully transfers photos from my camera to the target destination.
But the window has no entry on the taskbar at the bottom, so if I move another
window to cover the 'Import Photos' dialog, I don't have an easy way (intuitive)
to snap it back to the foreground short of shuffling all my windows around.

In Dapper, the dialog has a proper task bar entry.
