Open windows squished to the extreme in window list area

Bug Description

This is on a freshly updated dapper system after all of the gnome updates...

Created an attachment (id=5295)
squished windows on panel

Notice the 4 open windows squished together when the window list has the rest
of the panel area. If anything, it should expand those 4 open windows to the
maximum available space instead of the minumum.
