Graham started work on it, but stopped when the Launchpad 3.0 overlays were introduced. Duplicate marking adopted an overlay instead.

In my opinion, the most awkward issues with the current design are:
1. whether a bug report is a duplicate is well-hidden on the page
2. it's not obvious that to unmark a duplicate, you need to click the yellow icon to the left
3. it's not obvious that to unmark a duplicate, you need to delete the bug number and submit the form
4. the cancel and confirm buttons are needlessly tiny, badly placed, and in the wrong order
5. when marking a duplicate, the text "Mark [bug report] as duplicate" is inelegantly repeated.

I have copied the old specification to <https://dev.launchpad.net/DuplicateBugHandling> so that it's publicly accessible. It would need slight adjustment to take into account the possibility of marking as a duplicate a report that already has duplicates.
