worldclock picks wrong timezone for Portland, OR and Houston, TX

Bug Description
Binary package hint: gnome-panel
Preferences -> Locations -> Add -> Find and choosing Portland, Oregon gives the wrong timezone suggestion. It suggests America/Vancouver instead of America/

It also screws up for Houston, Texas suggesting Monterrey (Mexico I assume) which causes the timezone to get screwed up since apparently Mexico doesn't have the same CDT times as the US. It should be America/Chicago
