libplacebo: needs an upgrade to work with Mesa 21

Bug Description

Mesa 21 breaks libplacebo VAAPI on Intel Graphics, causing `mpv --hwdec=vaapi --gpu-api=vulkan` not working.
This issue should have been fixed in libplacebo v3.120.3 (while we are at v2.72.2 currently).

This appears to be more an "out-of-date" flag for libplacebo source package (rather than a bug with the packaging), with the new upstream version fixing the bugs experienced when using newer Mesa drivers on the mentioned Intel hardware.

A new build of libplacebo has been uploaded today as follows:

* libplacebo 3.120.3-2 from Debian testing => ppa:savoury1/{mpv,vlc3}

The new libplacebo has also been built with the latest available KhronosGroup software uploaded today (including spirv-headers 1.5.4.git20210817, spirv-tools 2021.3, and glslang 11.6.0) and should fix the issue according to upstream information, as you mentioned.
