Bug Description
I've packaged php-xdebug. Its license is PHP-like, but specifically mentions Xdebug, so it should be fine for inclusion in Main.

For a package to be included in Ubutnu 'universe' it has to be reviewed by the MOTU's (Masters Of The Universe). This is done via a tool called REVU, which can be read about at https:/
You should also update this bug report to include the upstream URL (homepage) of the package and a note on the License it uses.
