Bug Description

Using cloud-init 0.7.7 in the wily cloud-images daily:

[ 12.493421] cloud-init[872]: 2015-10-19 10:14:26,302 - util.py[WARNING]: Failed command: /sbin/udevadm settle --quiet --timeout=5 --exit-if-exists=/dev/fd0
[ 12.493665] cloud-init[872]: Unexpected error while running command.
[ 12.497403] cloud-init[872]: Command: ['/sbin/udevadm', 'settle', '--quiet', '--timeout=5', '--exit-if-exists=/dev/fd0']
[ 12.500557] cloud-init[872]: Exit code: 1
[ 12.500799] cloud-init[872]: Reason: -
[ 12.501036] cloud-init[872]: Stdout: ''
[ 12.501270] cloud-init[872]: Stderr: 'Option -q no longer supported.\n'
[ 12.501504] cloud-init[872]: 2015-10-19 10:14:26,318 - util.py[WARNING]: Failed accessing user data.

Note: this is not actually *on* RHEV, I fake it to have cloud-init load user data from a floppy drive for testing purposes, which works fine in 14.04
